Yes, you found some of the old history. the old Marconi comapany had the sole collecting exporting license back then but ran aground with some safety rules and stuff. they folded but the same people re-opened a few years back as :
changed the name, the game is the same. they dont sell retail. but you can buy a truck load at a time with delivery. Steve pro bought a 20 ton truck load to set up his green house coral farm a couple years back.

He adds the sand starting on page 22. but some nice pics from the beginning. Yes Jon, i know the farm died 2 years ago when he lost the heat one cold winter night in Wisconson. But the farm was set up pretty good. he just screwed up on heating back up.
