The real answer is the only way to get it down is with water changes, lowering the amount of ammonia that is getting created and upping your area for anaerobic bacteria.
Ammonia is created by anything decaying and fish waste. To combat that is were a good skimmer, fuge or scrubber or combination of them come in.
I feed twice a day for the fish and every other day for the eel
