it looks like some sort of deep water ribbon fish. Or probably an Oarfish. they sometimes surface when feeling bad. some are 20-30 feet long.

In Chinese myhtology the Koi fish will transform in to a dragon when it reaches adult-hood. This thing looks to have died mid-transition. It’s got the body of the dragon, but is lacking the beard, brows, and fangs.
