I am surprised they do not use a large jet of water to flush out the funky water and boost oxygen. Maybe mixing up the sediment would make it worse? Large water change and a boat load of GAC. This has potential to introduce local Hawaiian law that would impact reef keeping. (example - yellow tangs & humahuma triggers) Politicians often have “knee jerk” reactions and introduce bills when tragic events happen.
